The Deck list is obligatory for battlegrounds???

They are not required for battlegrounds.

Just a quick question on that tho. If starting a battleground in a new area where u know that players in the area are new to the game/only play against friends should deck lists be checked at all, like perhaps the winner of the the bg or top 2? should deck listing rules be stated by the judge? or is it solely the responsibility of the individual player to be familiar with all deckbuilding rules and aware of all infractions if decks are not legal.

I have never done deck lists or deck checking for casual battleground events.. it is up to the TO and Judge if they want to do that.

Deck lists are almost never mandatory, aside from higher level events such as DMF or other Championships. Unless your store is adding on significant prize payout or players would be egregiously put out by losing to an illegal deck I'd just point out what cards aren't legal and move on with the games.
