Grand King Lotus Garden? And pvp/pve cards question.

The Grand King tier says you will recieve an extra set of the Kings tier exclusives. Does that mean Grand Kings will have 2 Lotus Garden? Also obviously pve cards are not allowed in pvp, but will pvp cards be playable in pve?
