With younger players like me (15), any form of money takes time to get, especially $250. So what I was wondering, how and where would these types of players go to obtain a PP or DC?

You don't, unfortunately. The pledges are exclusive to the KS, and the only thing you can do after it is the slacker backer that they mentioned in a recent update.

Start asking the community here on on the KS comments. Lot of generous ppl. Specially if you can guarantee a plan for you to get funds, and a payback method.
For example - Do you own a credit card at all? Do you have a paypal account? Do you have a job?

And, of course, there will be scalpers, but those will be much higher than $250.

When I was 15 I didn't buy things for $250. Getting a $40 videogame once a year was a huge deal.

And you had to walk to the town's communal video game center to play it. Uphill in the snow both ways.

The street out of my development where I grew up is uphill both ways.

A hill smack dab in the middle.

Seriously, though, those games from when you were a kid are probably still worth 5-50 dollars each, as long as you had good taste back then. :)

When I was young, video games weren't even something you could easily buy since they barely existed and wasn't mainstream.

Nah the cold killed off most of the weaker ones, and the one that did survive learned to hunt in packs and/or work with the humans to survive.
