With induction coil you gain 1 charge for your champion, with surge mechanism u get to ramp 1 resource. I fail to see how can it possibly be more powerful to get a charge then a resource point?

Having more resources is certainly good, but sometimes you just desperately want to use your champion, or your deck could be built around using your charge power as often as possible for specific results. I would probably agree that surge mechanism is more likely to be useful on the whole, but induction coil is by no means worthless (especially in draft - for which the game is intentionally balanced).

Eventually, you reach a point where you no longer need more resources, because you can play anything you can draw.

If you're top-decking, Induction Coil gives you something to do with excess resources when you draw low-cost cards (or resources!), whereas Surge Mechanism just gives you more resources to not use.

Depends on what's in your deck.

Cards more benefited by very high levels of mana, by being able to use an infinite amount:
Experimental War Hulk, Slaughtergear, Blood Savant, Life Siphon, Pact of Pain, Living Totem, Loregoyle, Mystic Spiritwalker, Assault Technician, Burn to the Ground, Furious Taskmaster, Stormcall, The Ancestor's Chosen, Nibblin Hunting Pack

If you use a lot of those cards, it's a good idea to use a Surge Mechanism.

Cards more benefited by Charge Powers by being unable to use an infinite amount of mana:
All the other ones.

If you use more of those cards as your win condition, you may be better off with an Induction Coil to apply further boosts to them since they don't have a ramp mechanism built in.
