Lets say i wanted to combine all the super villains into one stack, would Ra's al ghul be first or Vandal savage?

Why not run two stacks of Super-Villains?
This gives you the chance to defeat the Super-Villain that would work best for your deck.
If one deck runs out, the game ends.
So if you are behind and don't want the game to end, defeat the SV in the larger stack.
(J'onn J'onzz would then have 2 choices instead of 1. But not both.)

However, if you really want a 24 card SV deck, choose the starting SV at random.

I would say shuffle the two together and random choose one for each game, same with the villains. Randomly choose 8, This would make for a different game each time and no one can really plan their decks around what villains are in the stack.

the options definitely make the game more interesting.Dont know about a 24 villain stack, the game would take awhile, but I like the two stacks to choose from, that could make a very interesting decision when trying to play catch up or when in the lead and trying to end things faster.
