Will we have to wait until PvE is actually released in order to know and understand the new deck building restrictions or will some kind of guide be put out before hand to teach everyone what they do not yet know?

Is this really necessary?
I mean, I'm pretty sure when you come to start PvE it'll be very obvious when you're in the deck builder. Even if there isn't any hand holding, a quick bit of trial and error would show you the precise way the grid works.

But, having said that, it seems obvious to me (and I could be wrong) that the interpretation is that number shows how many of a specific card in a rarity tier you can include (e.g. diamond uncommon "2" would mean 2x copies Max of diamond uncommon card 1, 2x copies of diamond uncommon card 2, etc etc.)

They clearly loosen as you level, so we can assume that at some point we will have no restrictions.

The screenshot is a little unclear. It says I can add 3 common Sapphire cards to my Dwarf Warrior's deck. Does that mean three individual cards? Or three different named cards, up to four of each? And does it mean up to 3 but no more? Or exactly 3?

In any case, the PvE is launching along with the first proper tutorial. I'd imagine all of this will be explained as we play through the first levels of the campaign, in a way that's friendly to new players.

The commonly accepted interpretation is any number of Sapphire commons, but only 3 copies of each given card (instead of 4)

Promo Rarity is that restricted :p logic says it will be tied to the rarity of the non-promo version right.

This sounds about right as otherwise you can only build a 31 card deck with 29 shards according to that screenshot

Actually promo is unrestricted making all the AA cards that more expensive! (Kidding)
