    Rampage questions

Rampage played by me on my turn before an encounter is easy enough, but I'm unclear after that.

Can I play it after declaring an encounter to skip the battle, especially good if I know I won't win or don't want to share experience with aiding opponents?

When I play it during someone else's turn, will it skip their Combat Phase (played either before or during encounter) or skip my next Combat Phase, or have no effect on the current combat phase or future combat phases?

When played on someone else's turn who gets the coins, me or them?
